Art. 24. Los empleados de Hacienda encargados de la recaudación del impuesto sobre los cigarrillos, y los demás que determine el poder Ejecutivo, tienen facultad para visitar las fábricas de cigarrillos establecidas o que se establezcan en el país, con el fin de cerciorarse de los productos y la capacidad productiva de aquella, para el efecto de cobrar el impuesto. Igual faculta tendrá el arrendatario de éste, cuando la recaudación se haga por arrendamiento.
