El Gerente podrá ordenar o hacer todas las erogaciones correspondientes al giro ordinario de las actividades del Instituto, en cualquier cuantía, dentro de los programas o planes elaborados con la intervención o aprobación del Departamento Técnico y que hayan sido aprobados por el Presidente de la República, en la forma prevista en el artículo 9º de este mismo Decreto.
