La verdadera urgencia de los telegramas, condición indispensable para considerarlos de carácter oficial, debe estar demostrada en el contenido de los mismos, porque si no hay premura en comunicar el asunto, sin grave perjuicio para los intereses públicos, debe ser enviado por correo, cuyo servicio se halla hoy corriente en toda la República.
