Art. 4º. Es prohibido recibir telegramas que no estén sellados y anulados por los interesados en presencia de los empleados que reciben, quienes únicamente deben vender los sellos, presenciar la anulación de ellos y rectificar cualquier error, si el valor de los sellos adheridos no correspondiere al de los telegramas, según tarifa, después de liquidar éstos de la manera que se ha acostumbrado.
