º . Aprobación previa del Ministerio de Transporte . Como requisito previo a la apertura del concurso, la autoridad competente deberá remitir los estudios a los que hace referencia el artículo 9º del presente decreto así como los términos de referencia al Ministerio de Transporte para su revisión y aprobación a través de acto administrativo. Una vez aprobados se podrá iniciar el concurso.
