Artículo primero. El impuesto extraordinario del quince por ciento (15%) de que trata el artículo primero del Decreto legislativo número 2323 de 1965, se causó al entrar en vigencia tal disposición, se debe por el año de 1965, y se liquidará sobre el monto de los impuestos enumerados en el artículo tercero del presente Decreto, correspondientes al año gravable de 1964.
