º. El presente Decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial los artículos 5º, 10, 11, 12, 19, inciso 2º y 3º del artículo 20 y 21 y

Parágrafo 1

del artículo 22 del Decreto numero 180 de 1981.
