° Si cuando quede libre el 50 por 100 del producto de las Aduanas del Pacífico, el Gobierno no hubiere logrado contratar el empréstito o empréstitos a que se refiere el Artículo 11 de la Ley 129 de 1913, dicho porcentaje, aplicado hoy a la construcción del llamado antes ferrocarril del Cauca y sus ramales, se destinara a la terminación de la línea principal de Bogotá a Buenaventura, sin perjuicio de darle cumplimiento, caso necesario a lo dispuesto en el Artículo mencionado de la Ley 129 de 1913.
