Para ningún nombramiento de Registrador de Instrumentos Públicos podrá postularse o designarse a persona que sea cónyuge o pariente dentro del cuarto grado de consanguinidad, segundo de afinidad o primero civil, de alguno de los funcionarios que intervienen en la postulación o nombramiento, o de los que hayan participado en la elección o nombramiento de ellos. Se exceptúan de lo previsto en este artículo los nombramientos efectuados en aplicación de las normas vigentes sobre ingreso por méritos.
