Los miembros de las Juntas Directivas, aunque ejercen funciones públicas no adquieren por ese sólo hecho la calidad de empleados públicos, ni tienen contrato de trabajo con la respectiva Caja Seccional; su responsabilidad, lo mismo que sus incompatibilidades e inhabilidades se rigen por las leyes de la materia y por las normas propias del Instituto.
