Desde este momento, y mientras subsista la perturbación del orden público, prohíbase la circulación en el territorio nacional de toda clase de impresos, sin la autorización previa de la primera autoridad política. Prohíbase, igualmente, la radiodifusión y las telecomunicaciones en todo el país, mientras dure el estado de emergencia, y sin la expresada autorización.
