ARTICULO 38. PRINCIPIOS DE IGUALDAD Y ACCESO DEMOCRATICO. En todo caso en el proceso licitatorio, en la adjudicación de las concesiones para las áreas y en la operación del servicio se deberán observar los principios de igualdad y de acceso democrático. Por lo tanto se garantiza la igualdad de los participantes y la selección objetiva, pública y transparente en la adjudicación.
