Art.2. ° Atentan contra la seguridad i tranquilidad publicas los ministros de los cultos relijiosos que, con exhortaciones, sermones, pláticas, pastorales, edictos de cualquiera otro modo, en ejercicio de su ministerio, propendan a causar o causen desobedecimiento de alguna lei nacional o de los Estados, i de cualquier acto de la autoridad pública, o cuando despues de causado lo fomenten de algun modo.
