Artículo trece. La Dirección General con la aprobación del Consejo Directivo Nacional, y a fin de mejorar la administración y prestación de los servicios de formación profesional y de buscar un mejor aprovechamiento de los recursos financieros y técnicos de la entidad, podrá fusionar cargos, distribuir funciones y unificar servicios entre las distintas Regionales. La Dirección General y el Consejo Directivo Nacional para llevar a cabo estas tareas, tendrán en cuenta el volumen de las necesidades reales de calificación de recursos humanos, por sectores económicos y niveles de empleo; la capacidad financiera y operativa de las diferentes Regionales y las ventajas que ofrezca un sistema racional de intercambio de servicios entre una Regional y otra.
