Artículo primero. Para los efectos del presente Decreto, entiéndese por turista cualquier ciudadano de un país con el cual Colombia mantenga relaciones diplomáticas, que sin intención de fijar su residencia, ni establecerse comercialmente, ni ejercer empleos remunerados, oficiales o privados, venga al país con el solo objeto de conocerlo y formarse una idea de sus costumbres o de su vida por todos sus aspectos, o los recorra por distracción o recreo.
