Créase la Comisión Intersectorial para la Reforma Institucional de los Departamentos, para que antes del 30 de septiembre de 2001, presente al Gobierno Nacional propuestas de reforma del marco institucional de los departamentos, con el fin de fortalecer su capacidad de gestión y de convertirlos en efectivos promotores del desarrollo regional, para promover la generación de empleo productivo y la creación de condiciones de competitividad.
