Auxiliase a la ciudad de Riohacha con la cantidad de ocho mil pesos ($8.000), con destino a la construcción de un acueducto público, que provea de agua potable a la población. Este auxilio cubrirá tan luego como hayan sido presentados al Ministerio de Obras Públicas y aprobados por éste los planos y presupuestos de la obra, y aprobados por el Municipio la partida necesaria para completar el valor de ella.
