Art. 15. Se establecerán fábricas de fósforos en los lugares de la República que á juicio del Gobierno puedan servir de centros de producción y venta del artículo para las diferentes regiones del territorio nacional, sin perjuicio de la importación que puede hacerse temporalmente de los fósforos para proveer al consumo mientras se fundan aquéllas.
