Los terrenos ejidos urbanos que, en virtud de la facultad conferida en el artículo anterior, se destinen a solucionar el problema de la vivienda popular, podrán ser enajenados sin el requisito previo de la subasta pública, con tal que los respectivos contratos sean aprobados por el concejo municipal, y con el lleno de los requisitos siguientes.
