Queda autorizado el Gobierno Nacional para abrir el crédito adicional al Presupuesto de Rentas e Ingresos, y Ley de Apropiaciones de la vigencia fiscal, para dar cumplimiento a la presente Ley, en caso de que el Congreso no incluya la partida respectiva.
