Art 1° El Gobierno, previo informe de los Gobernadores, eliminara o refundirá aquellos empleos departamentales que fueron primitivamente establecidos con arreglo a la legislación de los extinguidos Estados, y que resulten incompatibles con el nuevo régimen constitucional, o innecesarios para el buen servicio público.
