Los concesionarios de explotación atenderán de preferencia las necesidades del país, debiendo ofrecer en venta, cuando el consumo de derivados del petróleo lo exija, la materia prima necesaria para atender a dicho consumo, de acuerdo con la reglamentación que haga el Gobierno.
