Los funcionarios que expidieren, revalidaren o visaren pasaportes sin hacer anulado las estampillas correspondientes, y en el caso de estar desprovistas de especies, sin dejar constancia clara de que deben adherirse en los puertos o resguardos nacionales, serán castigados de acuerdo con los artículos 18. 19 y 20 de la Ley 20 de 1923.
