Para la adecuada financiación de los estímulos que se otorgan a los investigadores, el Gobierno asignará anualmente una partida del Presupuesto General de la Nación al Instituto Colombiano para el Desarrollo de la Ciencia y la Tecnología, "Francisco José de Caldas", Colciencias, quien tendrá la función de distribuir y administrar dichos recursos.
