Art 1.° Las sumas que adeuda el gobierno a particulares, por depósitos hechos en billetes de tesorería, no devueltos, o por libranza contra las aduanas, por consignaciones hechas en la tesorería jeneral, de dichos billetes, serán pagadas a los internados en certificaciones espedidas por la secretaría del tesoro i crédito nacional, en las cuales se espresará que deben amortizarse por las oficinas públicas en los mismos términos que los billetes de tesorería que hoi están en circulación.
