Establécese un impuesto equivalente al uno y medio por ciento del valor CIF de las importaciones que se realicen al país, para dorar de recursos al Fondo de Promoción de Exportaciones de que trata el presente Decreto. La Tasa de cambio para la liquidación del mencionado impuesto será la misma que fije el Ministerio de Hacienda para la liquidación del impuesto de aduanas "ad valórem". Ninguna importación podrá nacionalizarse sin el pago previo del impuesto aquí establecido.
