Art. 8.° Sólo el Poder Ejecutivo puede admitir excusas y renuncias, conceder licencias con goce de sueldo, nombrar empleados en propiedad y removerlos. Cuando cualquier Jefe de oficina se arrogue alguna de estas facultades, se le exigirá, por usurpación de funciones, la responsabilidad consiguiente, sin perjuicio de ser reemplazado en el destino, si lo juzgare conveniente el Gobierno.
