Artículo segundo . Los dineros provenientes de las regalías petrolíferas de que habla el artículo anterior, serán entregados al Ministerio de Obras Públicas y con destinación exclusiva a la construcción de la carretera Mocoa- Pitalito, obra ésta que se hará por conducto de dicho Ministerio.
