Artículo cuarto. El presente Acuerdo, rige a partir "fe la fecha de su expedición y deroga los Acuerdos 011 de 1974., el 014 y el 016 de 1976 y el 012 de 1977; requiriéndose .para, su validez la aprobación mediante Decreto del Gobierno Nacional, que llevará las firmas del Ministro de Obras Públicas y Transporte, la del Jefe del Departamento Administrativo dl Servició Civil y la del Ministro de Hacienda y Crédito Público cómo certificación de que existe apropiación presupuestal suficiente para cubrir su costo. Comuníquese y cúmplase.
