Autorízase al Gobierno de modo permanente, para reorganizar las Intendencias Nacionales y Comisarias Especiales, y crear los empleos que fueren necesarios para el servicio público de ellas y fijarles de manera conveniente las asignaciones mensuales, dentro de las partidas apropiadas en el Presupuesto Nacional de gastos, para personal y material de cada una de esas entidades.
