DEL MANEJO DE LOS BIENES. El manejo de los bienes y recursos de los establecimientos públicos y de las empresas industriales y comerciales se hará conforme sus presupuestos. Para la elaboración, aprobación y ejecución de estos presupuestos se seguirán los principios del Decreto 294 de 1973 y las normas que en desarrollo de éste expida el Gobierno Nacional.
