°. Informe mensual de avance . Dentro de los cinco (5) días hábiles siguientes a la aprobación del cronograma de actividades de que trata el artículo anterior, los puertos marítimos que realicen cargue de carbón deberán presentar mensualmente al Ministerio de Ambiente, Vivienda y Desarrollo Territorial, un informe de avance de dicho cronograma. Dentro de los cinco (5) días hábiles siguientes a la presentación del informe mensual de avance, el Ministerio de Ambiente, Vivienda y Desarrollo Territorial, dará traslado del mismo al Instituto Nacional de Concesiones -INCO-, para que este evalúe y emita concepto vinculante sobre su cumplimiento. El INCO deberá expedir su concepto a más tardar dentro de los quince (15) días hábiles siguientes a su recibo.
