Vigencia. El presente decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, en especial el artículo 5° del Decreto 1430 de 2016 y el Decreto 229 de 2016, y surte efectos fiscales a partir del 1° de enero de 2017.
