Art. 2.° Cuando á virtud del asiento de todas las operaciones correspondientes á los bienios pasados, queden saldos en el Balance final del año de prórroga de la última vigencia, el Ministro del Tesoro dispondrá la forma de saldar las cuentas respectivas y cerrar aquellos libros, para restablecer así en los nuevos la unidad de cuentas prescrita por el Código Fiscal. Asimismo queda facultado dicho Ministerio para resolver las dudas que eui jan de la práctica de este Decreto y para aumentar y fijar el personal y sueldos del Ramo de Contabilidad en la forma más eficaz á la nueva organización de la Tesorería.
