Art. 12. Durante el resto del actual período de los Jueces de Circuito, habrá en cada uno de los Circuitos Judiciales de Guatavita y Ubate, dos Jueces que se denominarán 1º y 2º, aquel para el conocimiento de los asuntos civiles y éste para el de los criminales. El Juez actual de cada uno de estos Circuitos continuará como Juez 2º.
