Hechos que sean la exploración y trazado de que trata el artículo anterior, el Poder Ejecutivo emprenderá, por administración, la apertura y construcción del camino expresado , para lo cual puede comisionar al Gobernador del Departamento del Valle o adoptar el sistema que crea mas conveniente para realizar los trabajos en el más breve termino posible.
