Art. 26 . El Secretario i el Oficial mayor pondrán encomendar especialmente, cuando así convenga al mejor servicio público, el exámen i preparación de cualquier negocio de la Secretaría, a uno de los Jefes de las secciones o de los empleados subalternos de ellas; i el que fuere designado al efecto, cumplirá lo dispuesto en el inciso 4.° del artículo 5.°
