DE LA DESIGNACION DE DELEGADOS Y DE LA PRESIDENCIA DE LA JUNTA O CONSEJO. Los actos de creación de las entidades o los estatutos indicarán los funcionarios que deben hacer parte de las Juntas o Consejos y dispondrán que si dichos empleados pueden delegar su representación, lo hagan designando siempre a otro funcionario de la administración departamental. La Presidencia de la Junta o Consejo Directivo corresponde al Gobernador o a su delegado. En caso de empate en la Junta o Consejo Directivo decidirá el voto del Gobernador o su delegado.
