Son beneficiarias de las donaciones que realicen los usuarios de las entidades financieras de que trata el artículo 1.2.1.4.9. de este Decreto, las instituciones de educación superior públicas de carácter estatal u oficial que se rigen por lo establecido en el Título 3 de la Ley 30 de 1992.
