Los Municipios que desde antes de la vigencia de la Ley 71 de 1916 hayan sido reconocidos implícitamente por actos administrativos de las Gobernaciones y de funcionarios del orden nacional, pero cuya existencia no esté legalmente establecida, se reconocerán definitivamente por medio de ordenanzas que no estarán sujetas a los requisitos establecidos en la referida Ley o en las que la reforman.
