Para los efectos del artículo anterior, se construirán en la ciudad de Montería, en los lugares que sea necesario, las obras que aconseje la técnica, según los estudios que previamente llevará a cabo el Ministerio de Obras Públicas para este fin y para la defensa de la ciudad de Lorica.
