Art. 12.° Compete al Legislador y á falta de éste al Poder Ejecutivo, formar, dentro de los límites de los Departamentos y del Distrito capital, circunscripciones electorales de Municipios contiguos y determinar la cabecera de esas circunscripciones.

° Cada circunscripción electoral tendrá aproximadamente hasta ciento cincuenta mil habitantes, según el censo vigente.

° Si al formar estas circunscripciones, computándolas de á ciento cincuenta mil habitantes, resultare algún exceso, éste se distribuirá proporcionalmente en las circunscripciones formadas, sin aumento de representación.
