º El artículo 14 del Decreto 3745 de 1982 quedará así: "Artículo 14. En caso de expropiación de inmuebles, el Estado pagará el menor de estos dos valores: el avalúo catastral vigente en la fecha de la sentencia que decrete la expropiación, más un treinta por ciento (30%) o el avalúo comercial determinado para tal fin por el Instituto Geográfico Agustín Codazzi en la misma fecha".
