Las sanciones e incompatibilidades establecidas por el artículo 27 de la Ley 96 de 1920 en su primera parte se refieren, respectivamente, a los empleados nacionales nombrados por el Ejecutivo, cuando entraren a ejercer los cargos de Senadores y Representantes, y a los empleados departamentales nombrados por el Gobernador, cuando entraren a ejercer el cargo de Diputados; y dice relación exclusivamente con los funcionarios cuyo nombramiento y remoción corresponde de modo directo, inmediato y exclusivo al Poder Ejecutivo Nacional o a los Gobernadores en su respectivo caso.
