Artículo cuarto . La modificación del carácter académico de las instituciones de educación superior, tanto oficiales corno no oficiales, se debe hacer mediante reforma de sus estatutos. La aprobación de la reforma estatutaria requiere concepto previo del ICFES, para lo cual se deberá presentar ante esta entidad el estudio de factibilidad que demuestre la viabilidad y conveniencia del cambio. Solamente una vez aprobada la reforma estatutaria podrá el ICFES autorizar el funcionamiento de programas correspondientes al nuevo carácter académico de la institución.
