Art. 71. La liquidación definitiva de los créditos de todos los acreedores públicos por gastos nacionales, ordinarios y extraordinarios, corresponde exclusivamente al Poder Ejecutivo, por el órgano de los respectivos Ministerios de Estado, cuando no hubieren sido delegados.
