Art. 17.° Cada circunscripción electoral elegirá seis Diputados en los Departamentos que tengan más de cuatrocientos mil habitantes; nueve en los que tengan menos de cuatrocientos mil y más de doscientos mil, y doce en los que tengan menos de esta última cifra.

° Ningún Departamento tendrá menos de doce Diputados, ni más de quince.

° Para verificar esta regla, llegado el caso, el Poder Ejecutivo determinará oportunamente el número de Diputados que debe elegirse en cada circunscripción, número que no será menos de 3.
