Para que la Dirección Nacional de Higiene pueda desempeñar las funciones de que trata el artículo 2º de la presente Ley, tendrá, además de los empleados señalados por el artículo 45 de la Ley 32 de 1918 , un Secretario, encargado de las estadísticas de la Oficina, que será Medico graduado, con ciento veinte pesos ($ 120) mensuales. Este empleado será nombrado por el Director Nacional de Higiene, quien señalará y reglamentará sus funciones.
