º . Por solicitud del Ministro del Medio Ambiente el Consejo efectuará las recomendaciones sobre licencias ambientales que deban ser otorgadas de manera privativa por el Ministerio. En los eventos en que el Ministro del Medio Ambiente atendiendo al interés nacional de los proyectos, considere que su viabilidad ambiental requiere la asesoría del Consejo Técnico a que se refiere el presente Decreto, presentará ante éste los conceptos correspondientes, en cualquier momento antes de la expedición de la resolución que otorga o niega la licencia ambiental respectiva.
