Artículo diez y nueve. Las licencias concedidas por las autoridades con anterioridad a la fecha del Decreto - Ley 1839 de 1948, para el funcionamiento las fábricas de bebidas fermentadas y de que no hubieren hecho uso los interesados, quedan sin ningún valor y no pueden permitirse la instalación y el funcionamiento de dichas fábricas, sino en las condiciones señaladas en este Decreto.
